Best4c is another web based Visio to help you create flowcharts, network diagrams, floor plans and other designs online.
The application is complete web based but has the look-n-feel of a desktop application with collapsible palettes on one side and property pane for the selected shape on the right.
You drag-n-drop objects / shapes on the drawing canvas and can easily rotate or resize them - since they are vector images, they do not suffer from pixelation when you expand the size. And the inbuilt library of graphic images is impressive.
With all the baggage, Best4c flowchart editor is pretty responsive and loads quickly in your web browser. Works across all browsers. Thanks Anand.

I tried this out.
Plenty of standard shapes are pre-drawn and available.
But, to start with, I just wanted to draw a straight line.
How do I do that?
There is no icon for a straight line or an icon for a free hand doodle. If we had that we could make up for anything that we needed and was missing in the set of pre-drawn shapes.
Plenty of free drawing and sketching utilities like this are available to download and work offline.
What's the advantage of this software over the rest of them?
To use this I must be connected to the net. The other utilities that I have don't need me to connected at all.

Vishwanath - I think you can use the standard connectors at the top menu bar to draw straight lines.
You are sitting in an internet cafe and need to send a quick chart to one of your client. The utilities you had are on your home computer. That's where the web applications can help.
