Since Google Video player not bundled with Google Pack, you can download the Google Video Player here.

The Google video player lets you play Google Videos in GVI and GVP format offline. If Google Video is not available in your country, read this workaround to watch and download Google video in any country.

Another alternative is to make a backdoor entry to Google Video Page. In this case, you are routed to the Google Video page via Google Translate. So Google IP intelligence won't work and a user in China or UAE cannot be distinguished from a visitor from USA.
