This beta is by invitation only. Participants of the program must be a resident of the U.S., with valid U.S. Social Security number or Tax ID.

Jensense has some more details on Yahoo! Adsense. They do allow custom tracking channels (similar to AdSense channels) and URL channels. There is a current limit of 50 active tracking channels, which I hope to see raised. I currently run more than that many channels on AdSense at the moment.
It offers the same ten ad unit sizes that AdSense offers, although some of them offer a different number of ads (such as YPN's large rectangle showing only three ads).
You can also block up to 200 advertisers from showing up by adding their URLs into the ad blocking tab.
Yahoo! plans to deliver blog ads based on human editorial judgment. You may also consider signing up for the Yahoo! Publisher Network beta program.
Jensense also posted screenshots of the Yahoo ads control panel. They looks so much inspired from Google Adsense. The screenshots show the Color choose, code layout editor and the report viewer.

Google places ads on hundreds of thousands of sites, industry specialists say, including big sites like The New York Times on the Web and myriad small blogs and specialized sites. Indeed Google has been an important contributor to the vast proliferation of Web logs as it has been able to provide at least some income for even small-time bloggers.
Yahoo has a much smaller program, working with a few hundred sites like CNN.com. Yahoo says its new small-site service will let a Web site specify what categories of advertising it does or does not want on a given page. Moreover, Yahoo will offer a telephone number that even small publishers can call for help, something that Google does not make readily available.
Yahoo appears to be focusing on a weakness in Google's offering for small publishers, said John Battelle, a blogger and author of "The Search," a book on Google and its rivals to be published in September by Portfolio Hardcover.
"Google is the 800-pound gorilla and until now there aren't even any chimps around," he said. "You hear two complaints over and over again: They are a black box and you can't get anyone on the phone to help you."

I'm having lots of fun with the amazing Google AdSense program but I'd like to "test the waters" with Yahoo's Small Publisher Network but — there's a but — I'm based in Canada.
Is the "beta" strictly for US based publishers or is Canada also accepted?

I guess YPN is open only for US publishers. You might want to check the FAQ on their Yahoo Publisher Network website.
